PASADENA, Texas (BFMG) — A Pasadena police officer has resigned following an internal investigation into alleged misuse of the department’s Flock license plate reader system, according to Pasadena City Councilmember Emmanuel Guerrero.
Guerrero said the officer first came under scrutiny in March 2025, when the city opened an investigation into improper use of the cameras. The officer was suspended during that inquiry and later reinstated in August 2025.
A second investigation began earlier this year, Guerrero said, and the officer resigned from the department last week.
“So there are laws that protect public trust,” Guerrero said. “And then the second allegation was the stalking and following of a female police officer. And the stalking or following of any officer is a felony. So, there are two felonies at once.”
The officer has not been charged with any crime, and Guerrero said internal investigations are ongoing.
Guerrero said he supports using Flock cameras to protect the public, solve crimes and find suspects, but not for personal reasons.
“The misuse of the Flock system is a misuse of public resources by one law enforcement individual,” he said.
ABC13 reported that it contacted the officer involved; the officer’s attorney declined to comment.
Eyewitness News also reached out to the Pasadena Police Department but did not receive a response.
On Tuesday, Pasadena Mayor Thomas Schoenbein issued a statement acknowledging the investigation but declining to discuss specifics.
“The City of Pasadena is aware of the information being shared about an ongoing investigation involving a former employee of the Pasadena Police Department,” Schoenbein said. “While we can confirm that this investigation was started in May of 2026, we will not discuss the issue further in order to protect the integrity of the ongoing investigation and to comply with applicable laws. My office or the City has not authorized the release of any statements regarding ongoing investigations.”
“We are committed to maintaining the integrity of our organization and the confidence our residents place in us,” the mayor added. “As such, the City of Pasadena stands with our dedicated police officers who work every day to uphold the highest standards and keep our community safe.”
